Why Did the Turtle Cross the Road?

This turtle sort of reminds one of something from Jurassic World.
With a face only a mother could love, this dinner plate sized monster went back and forth and up and down our gravel road at the lake 
Sometimes it looked as if it was in "high" gear hurrying to get across the road.
But mostly it was start and stop and turn and stop and turn again. 
So what was it doing?  My conclusion was that its mother had always said to look both ways before  crossing the street, and for a turtle to do that, it takes some time.  So maybe it was practicing looking both ways before crossing the road.  Probably my wife's thought was better; and I quote: "He probably can't decide where he wants to lay his eggs."  (Did I mention it has been awhile since she took biology?)
